Mobile Application Example
The British Government wanted to develop a customized directory of services supported by their veterans'. There are over 10,000 services that support British veterans and their families. They wanted the directory to have the same look and feel on their website and on a mobile application.
This design is an example of how to make human-centered design principles to be at the focus of mobile applications. The application needs to be simple and intuitive yet powerful.
The directory is presented in a list and map views. The list view provides the user a way to find the organization alphabetically. The map mode enables users to find organizations close to their location. The search function is always available, using autofill to ensure a successful search and user experience.
The top search bar and hamburger menu is available for all pages, and allow users to always access administration options or if they want to start over.
Uganda Tax Compliance System
In 2019, the Uganda government was only collecting 70 cents of rental income tax per citizen. Since 97% of the residents rent, the tax authority knew they had an issue.
As the Chief Product Officer consultant, we performed product formulation from scratch, architecture development, UI/UX development, prototype development, agency selection, engineering guidance, analytic development, QA and deployment strategy. The final on-premise architecture was designed to merge multiple different data sources to be integrated seamlessly into a easy-to-use application for users to quickly ascertain their tasks and complete their investigative work. Central to the design was an open-source graph database, coupled with a proprietary identity resolution, sophisticated RBAC, and a rapid UI development platform leveraging Hasura to generate GraphQL interfaces.
The new system determined that 98% of the property owners were non-compliant, and over 100,000 property owners were not registered with the tax authority or had not submitted a tax return that stated their rental income. Within 6 months of product release, they increased their tax collection by 44%
Healthcare Fraud
In September 2021, more than 345 defendants within 51 judicial districts were charged with healthcare fraud affecting over $6B in payments. In july 2022, 36 defendants across 13 federal districts were indicted for more than $1.2 B in fraud payments for telemedicine, genetic testing and durable medical equipment (DME) schemes.
As Director of Product Management, we developed a machine learning algorithm to identify such fraud schemes. The application software was adopted by high-profile healthcare insurance carriers such as Anthem Blue Cross, Kaiser, and Highmark. Anthem is the 2nd largest insurance carrier in the US with over 45 million members. The application had to perform outlier analysis for over 1 billion records to perform both transaction and longitudinal analysis. To handle such large volumes, refactoring required over 75,000 man-hours of development, 28+ development personnel, and 250+ Agile user stories. The complete redesign led to doubling revenue growth and profitability of 27% EBITDA after 7 consecutive unprofitable years.
